Water Treatment Systems

Gary Lizotte
Gary brings over 25 years of construction experience and management expertise to our team, with a strong specialization in public utility infrastructure, including drinking water systems, public sewer, and stormwater facilities.
Gary’s comprehensive understanding of construction procedures—paired with strong organizational, communication, and leadership skills—has supported his continued professional growth and effectiveness across a wide range of complex infrastructure projects. Throughout his career, he has successfully implemented project contracts, overseen field operations, and demonstrated a thorough ability to read and interpret project drawings and technical specifications.
Highly detail-oriented and accountable, Gary has extensive experience managing change-order modifications while ensuring accuracy, compliance, and cost control. He is deeply committed to maintaining the highest standards of safety, quality, and regulatory compliance throughout every phase of the construction process.
Joshua Crosby
Joshua recently joined our team and brings over seven years of construction experience and management expertise. He has developed a strong foundation in construction procedures, supported by proven organizational abilities and emerging leadership skills that continue to shape his professional growth.
With a degree in Engineering, Joshua is motivated to apply both his technical training and field experience to the successful delivery of complex infrastructure projects. His background includes implementing project contracts, overseeing daily field operations, and confidently reviewing and interpreting project drawings and technical specifications.
Jason Pellenz
Jason joined our team in 2025, bringing extensive field and project management experience in municipal and roadway infrastructure construction. His oversight background includes installation of drainage utilities, sanitary laterals, water and gas service connections, as well as concrete sidewalks and granite curbing, with a strong emphasis on full ADA compliance.
His hands-on oversight includes the installation of catch basins and manholes, resetting water valve gate boxes and sanitary manholes, replacing curb boxes, and relocating fire hydrants.
In addition to field operations, Jason has played a key role in initiating and managing change orders and payment requisitions, facilitating progress meetings, and working closely with town officials and engineers to ensure projects are completed efficiently, accurately, and to specification.
Michael Orr
Mike has been a valued member of our team since 2024, bringing more than 35 years of experience and leadership in the construction industry, with a strong focus on wastewater treatment plants.
Mike possesses a comprehensive understanding of wastewater construction procedures, combined with exceptional organizational and leadership skills that have supported his continued professional growth. Throughout his career, he has successfully implemented construction contracts and managed complex change-order modifications with precision and accountability.
In addition, Mike has extensive experience overseeing multimillion-dollar project budgets and is recognized for his strong problem-solving and decision-making abilities in high-responsibility environments. He is deeply committed to maintaining rigorous safety practices and upholding the highest quality standards across every phase of the construction process.

Jacob joined the QA-Inspection team spring of 2025. Jacob is in his Junior year at UMO, earning his degree in civil engineering. His thorough understanding of construction procedures, along with his exceptional organizational and leadership skills, has supported his professional growth in this field. Over the past year, he has interned with the Sanford Maine Water District. Additionally, Jacob has helped oversee multimillion-dollar budgets here in Maine and demonstrates a strong aptitude for problem-solving and decision-making. He is dedicated to maintaining rigorous safety standards and ensuring quality in all aspects of the construction process.
